NEWS: R & D fund a 'gimmick' says National

National Party Leader John Key says National will make a significant increase in funding for agricultural research and development, but it does not support the model announced by Labour today.

"Helen Clark has been eager to talk up her new $700 million fund.  The real question is: on an annual basis, how much extra will research and development get?

"Labour's model carries a considerable risk, and will be at the mercy of the investment strategy employed. 

"What will happen in a bad year?  How will the money be invested? What are the forecast returns?"

National doesn't think the fund as described is the right vehicle for advancing New Zealand's investment in research and development with certainty.

"We support funding models that encourage partnership between government and industry but we are not convinced that the fund, as described, is the best model for achieving this collaboration.

"It is disappointing that it has taken until election year for the Labour Government to announce a gimmicky funding formula.

"The so-called 'fast-forward fund' has been a bit slow coming forward.

"What this now appears to be is an effort by the Government to make its contribution look bigger than it really is.  Helen Clark should reveal how much extra, per year, the sector can bank on.

"National will be rolling out a comprehensive research and development policy closer to the election.  We will make long-term funding commitments that provide certainty to the sector because we see it as a way of lifting productivity and helping to make New Zealand a smarter nation."

Is there a reason National has moved away from having a level playing field across all businesses, and reducing the size of government (and taxes), and is moving towards what are subsidies by another name? Or are all sectors of the economy going to get equal proportionate amounts of spending on research and development, and if not, why not (giving they all pay equivalent taxes)?

I await with baited breath what National will offer the Pastoral R&D community in terms of $$/yr to counter Labour's offer. R&D related to farm and farm to fork has been in decline for many years. I have seen our pool of R&D "products" dwindle over the past 20 years. The way it should work is that R&D should be looking 10 to 20 years into the future. Industry should be taking "products" from the bottom of the R&D barrel (stuff that researchers came up with 10 to 20 years ago) while R&D works on stuff to keep the barrel topped up. Currently the barrel is close to empty in some key areas of R&D, our overseas competitors have caught up with our production technologies, and matching their product in the market place (in terms of quality, storage and display life) has got a whole lot harder to do. They are using our technology to beat us at our own game. NZ pioneered technology to produce on one side of the world and market on the other. We need to move on. High quality, High value, Niche market products need to be derived becuase we simply cannot compete (and provide a reasonable ROI to producers) with commodity products. Yes, Industry does need to play its part, but there needs to be a climate where R&D is recognised and supported, as in other countries. Some do it with tax breaks, others by funding from tax payer $$'s, some both. *Bottom line* - NZ pastoral industries need to get stuck in and get ahead of their O/seas competitors again. The only way that is going to happen is with R&D, and we needed to be doing this from 20 years ago - there is a whole lot of catching up to do! Get the funding sussed and let's get on with it!!

I would like to see a national party in power (anything to get rid of clark and cullen) However you keep falling into labours trap, jumping in to soon without thinking things through. They (the labour party ) did this last time and you fell for it then. Please think before responding and have a good alternative or NO COMMENT at this stage
